In-game purchases, like Eververse ones, will be available on all cross-saved platforms.
So if you have Steam and PSN linked, and buy an Eververse set on Steam, that set is available on PSN too, nothing special needs to be done.

I wonder where I went wrong then I have some armor sets on Xbox and I thought just be linking my account I would have them. That didn’t work so I turned on cross sass and I still don’t have the set. Could it be because I bought silver recently on one of the platforms?

So am I right in saying your Steam account is the active one, it is where your characters were created? But then you bought things on XBox, before any linking happened? If that's so, there's not a lot that can be done - the purchases are locked to that XBox's blank profile. Nothing can be transferred/merged into the Steam account after the fact. I thought the cross-save was active first and you were asking if things would only appear on one of them. The linking and cross-saving would had to have been all done first, so then even when playing on XBox, you'd be playing your Steam character and progress and any purchases would be unlocked to them.
