If that's the case, then what's the difference between the relentles and tireless perk?
Relentless only working for normal strikes and tireless working for both normal and heavy strikes?

Relentless triggers on 3 rapid powered light sword hits, meaning no kills required, but you must land 3 hits with a sword that has ammo. The description of this perk was changed in Vanilla D2 years ago when it used to trigger also on Heavy hits; This resulted in infinite ammo because you could use a heavy attack with only 1 ammo, which would hit 3 times, generating another ammo to repeat the process indefinitely. This is why Relentless specifically states it must be light attacks. The It Stared Back leviathan raid sword was the most sought after heavy weapon for a while due to this interaction. One is designed for add clear while the other is for boss damage.

Excellent explanation. It is kind of confusing when you read it but the big thing to notice is the kill/hit difference between the perks.
