Dozens of people and myself have complained about this error throughout the whole year without any official response from anyone at Bungie in a hotfix or TWAB that even acknowledges that this error is damaging our experience currently. Still no official statement from Bungie regarding why this error occurs and if it’s ever mentioned all you get is “oh you’re from Pakistan? Tough luck”, even the official page for the error code just gives some generic explanation for it. At this point it’s already damaged the experience of the current expansion and i’m honestly I’m over it, Beyond Light is pretty much done with and there’s no point complaining about it again.
However, can I at least expect that things will be at least somewhat different with Witch Queen? I’ve pre-ordered it and I don’t know if I have it in me to go through a whole new year suffering from this error that quite frankly ruins the game for me.
So, is there any hope at all that the Arugula error will be addressed or patched with Witch Queen?

Unfortunately, Arugula errors for Pakistan players depend on the Net configuration the national ISPs have had to carry out as per government requests. There is not much Bungie can do (and no, they are not going to change the network setup for Destiny 2 just to circumvent one Country's peculiar Net requirements).
