Is it a actual firing range?
Just looks pointless to me, only good thing about it you can go there before a strike and get max heavy like you could at the tribute hall.
This "firing range" looks like a half arsed puzzle they couldn't be bothered to finish.

It has the absolute barebones function but is technically a firing range... There is refilling ammo, and targets at various distances which give you damage numbers for normal and precision damage. You can walk around close-up targets to test ranges although you have 0 idea what that range actually is because no distance markers. But that's as useful as it goes.

It was amazing, had every enemy, vault, top up you're super and ammo in a second, different types of shields and orbs and scorch cannons. It was a really great place to test literally everything
