With the exception of Suros weapons (Suros Synergy perk) and Snorri (Reservoir Burst) why is it on any other gun? We already have Outlaw, Feeding Frenzy and Rapid Hit to choose from.
It is only active for +70% of full magazine which means 70% of the mag is none optional, making the perk useless otherwise. Imo an alternative perk proc would be diminishing returns until empty mag/per bullet shot rather than absolutely nothing below 70%!

Simply to dilute the RNG and keep customers frustrated while their chosen youtube/streamers get dream rolls simply by asking Bungie marketing.

I have a compulsive reloader/chill clip deliverance that's pretty fun It's not a bad perk, there just aren't alot of weapons that can really benefit from it

It's meant for the "Kill- Reload-Kill- Reload" players as they use it more. I actually like it over Outlaw as Outlaw requires a Precision Kill, where as CRL is already Active. Even if you don't get the kill, Quick Reload.

Rapid Hit requires getting successive hits. All Compulsive Reloader requires is that you reload with a magazine largely full. Which MANY players (including myself) are in the habit of doing. So I find the perk, quite useful actually
