Do you happen to have Citrix installed?
Such drastic FPS drops suddenly after pressing the button on the title screen, along with you saying it doesn't seem to be using your graphics card at all is why I ask. If you have Citrix installed, uninstall it to see if your issue resolves itself. It's remote-access software that some peope use to work outside of the office. If you don't have it installed, carry on and hopefully some of the other community members that know more about PC workings can help.

I replied to another person asking the same question. I do not have Citrix installed. I'm really not sure what the issue is still and I havent been able to find anyone who knows either. I just assume it's an issue with something they did to the game recently. idk
