I'm trying to bring my playstation accounts over to xbox but when I load up destiny they still arent there. Even after doing all the steps correctly

Looks like you set cross save up incorrectly. You will need to deactivate cross save wait the 90 lockout period. If you purchased silver you will need to wait 90days first then the 90day lockout for deactivate cross save then you can reset up cross save.
