Just this past week I've encountered an issue where Destiny 2 will freeze up on the launch screen. Music will still play but the loading screen is completely frozen. Task Manager says that Destiny 2 is not responding and I have to end task manually to get it to close. Along with that my stream is now completely unstable since this issue, having the encoder overload when spawning into a location only. Menus and Orbit both stream completely normal. The only thing I can think of at this point is a server based issue since other Destiny 2 streamers are having no issues at all.
Things I've tried:
-Clearing cache through %appdata% Bungie file
-Uploading previous GPU drivers on clean install
-Clearing steam cache
-Ending tasks for both Steam and Destiny 2, then reinstall Destiny 2

Ryzen 5800x
RTX 3070ti
32gb RAM @3600mhz
M.2 2tb gen4
MSI X570 Mobo
I stream through OBS and us NVENC encoding and have the software ran as admin. This is the only game that can't properly encode in game, ironically the least CPU and GPU intensive game I stream as well. Utilizations and temps are all below average even when the Encoder is "Overloaded".
