I started playing Destiny 2 when it first came out and played for the first 3 seasons, then stopped. I owned Forsaken and Shadowkeep on Playstation, and I do not own any DLC (except for the 'free' DLC for the current event) on Steam, which is the platform I'm playing on now after returning. The issue is that I cannot infuse any items. I realize that due to Sunset all of my old legendaries are useless, but the exotic weapons that I have also cannot be infused. I can't even infuse any of the new gear I've acquired in the last few days, either with other new gear or older gear. As far as I know, I successfully cross-saved - I have everything now that I had on PlayStation. I have the required components necessary to infuse in the first play. I don't get any sort of error or warning telling me I'm doing something wrong. The selected item to be infused simply flashes red briefly and nothing else happens. I'm not sure what I'm doing wrong, I assumed DLC might be required to infuse something to a higher level, but I couldn't find anything online regarding it. The max light level on my exotics is shown as infinite, as well as the seasonal cap being consistent with the newer gear I've found.
