I have purchased the witch queen on ps4 but I can not access it on stadia and it says I have to purchase it again and yes I had cross save turned on since before I purchased witch queen.

DLC licenses are per platform, meaning a ps4 DLC license will not enable the content on a non-ps4 platform. This is not something Bungie has any control over. Tangentially, season passes are applied to the account, not platform, so any seasonal content for a season that you own the pass for will be available across all cross-saved platforms.
