Bungie didn't want everybody's super coming up at the same time during PvP.
To stop this, supers were given 'tiers' some are quick, some take longer.
Like anything else in Destiny, it's arbitrary.
All to stop 'super time' the point in PvP where everyone's super's up and everyone starts poppin em.
Don't overthink it, Bungie don't.

Whenever I'm the firet to get my super, i just end up hlding it till everyone else has cast their super. I get their power, but I'm tired of trying to use any roaming only to immediately get -blam!- on by a shutdown super. Yeah thats why they exist, but they pretty much negate every roaming super in the game.

Yet every PVP match feels like there's a clear "Super O'Clock" still...*sigh*
