It should be an increasing percentage every raid completion without a drop. Start low and do like a %5 chance increase every time you don’t get it. This ensures that even the most unlucky players will eventually still get it. Or make it purchasable with specific raid currency at a high price.

Even with a 5% increase each completion, you'll still complain. A 5% increase to 5% ≠ 10% btw -
