Agreed. It takes well over a minute for the first bounty to appear, but everything seems to work fine after that until you switch activities or something.
Edit: Barely working for me today. I gave up and just flew to the tower. It was somehow quicker.

i get to the loading screen and wait for the usual 5 min just to upload director than i wait the additional 5 minutes it takes to get me to the destination then i arrive and by then its like i actually sat through the length of the new avatar movie but never getting to actually see it play ...cuz then i get ready to pick up my bounties, but nope. just crashes sends me back to orbit instead like i wonder what ppl in the game think when they see my characters fancy dope transmat effect just to magically get sucked into the void of the black hole in my heart right now cuz i have nothin to do ... i bet those people are like dang she was here now she gone that was hella anti climactic ! i finally gave up on tryin it too ...
