Hey there. Your characters are PSN ones being shared to Steam by cross-save. So whenever you play the game on Steam, you're actually accessing your PSN profile. Your Steam account itself has no characters, and its Destiny 2 profile is both blank and dormant.
Are you able to buy the bounties when you're on your PSN characters, on the app?

I understand that but I haven’t had any problems buying the bounties on the app before in the last 3 years of using it with my steam account. Last week it just randomly stop working for some reason.
