I don't remember if it was a hint or a credible leak, but a while ago there was someone who came out and said Bungie would be moving away from power level attacked to gear and moving towards some sort of artifact power like system.

If it's true, this would be something that would have to come in a major update like lightfall and given the rework to the artifact, I wouldn't be suprised if we see something like this. Also bungie has been very silent on this topic, which makes me think they already have a solution
