"Witch hunt" lmao what a ridiculous comparison. A private report regarding suspected conduct which Bungie chose to disallow, that would inform nobody else but Bungie for them to investigate isn't a "witch hunt".

Perhaps you are unfamiliar with what witch hunts were. Anyone could accuse witchcraft even if it were not true. Much like the OP has no idea if his "suspicions" are true, many false accusations will fly. Granted no Destiny players will be burned at the stake, but floods of false accusations take time away from legitimate reports.

That's an absolute bull**** excuse for why this couldn't be added considering you can report anyone for any reason with some or no suspicion at all. Please think a little more critically.

Better question: why make recovs against the rules and not let players report obviously sussy accounts? It's utter nonsense and costs you, the player, nothing to send a quick report and have Bungie's dedicated team investigate it, like they should.

thought this would be obvious at this point, but here we are. people have no clue if it's a recovery surely no proof. yes reporting costs nothing for the player, nonfactor here. Bungie's dedicated team have tons of false accusations already taking time away from finding real issues. they don't need another report option to flood them with even more false reports to even more so keep them from finding real issues, like they should be able to.
