I didn't read your mountain of text but a few TWABs ago Bungie said they are trying to move away from freelance and move to better match making system that favors pitting pre-made teams against each other. So I wouldn't expect solo queue to ever be permanent, because it sounds like it might not even be occasional soon. My guess is with the numbers in constant decline, basically since the mode came back out, they aren't going to have enough players to keep offering it. Same with Gambit. Expect to see solo queue Gambit removed too. This season took forever to find solo queue matches and some days I just went into the regular version given I wasn't looking to win anyways.

The Fireteam-Based Matchmaking sounds like a better option than Freelance, because it can vary matchmaking parameters to prevent long queue times. Hopefully, every playlist will receive this treatment.

I'd be game for that, whatever name the solution takes.

It does, but it comes with a caveat: When fireteams of two face each other, two solo players will have to fill the empty spots.
