ERROR CODE: turtle

I have went through %90 of the steps in network troubleshooting guide, didn't work. I have used a VPN and it solved the problem, but it is not a long-term feasible option for me. Is there any actual solution to this problem? I can't download the configuration files. I reside in Turkey and I moved locations for the holiday (inside the country) and it started happening this way. The internet ISP is the same firm, there is no change at that too. Any help would be really appreciated, don't wanna miss out on lightfall at 28th :)
