What is this issue with ghost mods haven't had a problem yet

The issue is that for some players, the weapon and ghost mods are missing and they have no way of acquiring them.

you have to level up ur guardian rank to unlock them dumb i know but thats what you gotta do is play the game to the missions to get them

You seem to have a misconception that I was unaware of how to unlock the mods. You asked a question that I merely answered. There was a known issue that both the weapons mods that Banshee used to sell and the Ghost mods were not getting unlocked for players but fortunately with today's hotfix, the issue should be resolved.
