Hi is there a way to get my purchased content sent to my steam account as my Xbox has died, but I have a PC I can use instead, otherwise guess it's a new Xbox

Hey there, no there is no way to do this. Bungie doesn't have control over the licenses. They can't deactivate your licenses on XBox and give you Steam codes. Those belong to the platforms, so you'd need to buy the expansions from Steam.
