It was a nice idea, but poorly executed. If Commendations were to mean anything, then they'd need to be disconnected from any and all forms of progress and be given out more rarely. If it was reserved for the likes of Raids, Dungeons and high-level activities, then it would make sense - were any of the other players particularly helpful, understanding, supportive etc? When I finish a Strike, it doesn't cross my mind to think if either of the players I was with were thoughtful or made the activity more fun by being there, because the kind of interaction that lets you discover that about them simply doesn't happen. Had it been implemented properly, having a high Commendation score would actually hold some value; you'd have gained the respect of many other players, it's visible for all to see, and players can expect you to be a good influence in activities you join.
