Several people sent me friend invitation in Destiny and Steam. I approved them in Destiny, but declined in Steam. Now such people are viewed as blocked. I cannot give them commendations, send invitations, send messages, etc. Funny part is that they are in Bungie friend list (whenever you block player they are auto-removed from your friend list). But most importantly I cannot unblock them! Whenever I view their profile it is depicted as blocked, but I have button "Block", not "Unblock"! Blocking and them unblocking does not solve the issue. I managed to undo one such case by declining other invitation in the Steam. Previous "shadow" blocked person got unblocked, but now I have another one.
