Error Code Turtle; Failed to download configuration files from Bungie

Hello I tried logging into Destiny 2 today and was greeted by multiple Turtle error messages. I have tried re-installing, clearing downloads caches, everything an hour on google told me to do. How can I get back on the grind?

Hey I'm using a hotspot in this air spoken up. I currently don't have the money for internet so what do I do to fix it
