Blizzard: We made a mistake with previous patch Diablo IV
Blizzard has indicated that the patch 1.1.0. of Diablo IV has led to less positive experiences. We will no longer be implementing such patches. The patch changed the stats of character builds and made parts of the game more difficult.
Community manager Adam Fletcher said during a so-called Campfire session that reducing "player power" does not lead to a good user experience. "Sometimes we miss the ball," he says. "We will never implement such patches again. We heard you right," says the man.
Blizzard wants to avoid similar scenarios in the future and will therefore no longer directly intervene in character builds without offering an alternative. Blizzard will also release future patches at regular intervals and publish the patch notes a week in advance so that the community can be up to date more quickly.
Patch 1.1.0 caused, among other things, that some stats of popular character builds such as the critical strike damage, vulnerability damage and cooldown reduction bonuses were changed. Some quest events have also been made more difficult. All this led to a lot of criticism from the community. The developer is now working on a new patch that will roll back some changes, albeit to a limited extent.

Bungie does listen to the community. They just don't tell us they listen or what they say isn't well received by the community.
