Going by those error codes, the issue is on your end. It's either an issue with your network, devices, and/or ISP. Destiny 2 is fully online with no reported outages at the current time.

I tried all of the steps listed, I suspect it's my ISP but I don't know what information to provide to them to help them troubleshoot. What should they check exactly? Is there some list of servers or IPs?
