Easiest way to balance a bow is kill the body dmg and keep the head dmg the same then at least they take some level of skill

This, or bring the damage down the longer they hold the arrow (which honestly I don't do as a bow user, I just reset for perfect draw but it's nearly nothing of a damage reduction in pvp)
