The new effect with Penumbral Blast does not work in PvP. It did not specify that it only worked on combatants so I hope this is a bug. If it's not a bug then this exotic will remain relatively useless as it doesn't function well in pve and is relatively useless in pvp. Allowing the melee to shatter instantly wouldn't be anywhere close to overpowered and would instead put winters guile in a decent place. Right now it's a niche exotic that literally has no niche, it's not good at ANYTHING. Stop being so afraid to give warlocks a new toy bungie.
