Yeah that's because sunspots were nerfed so much and im not saying it doesnt make sense as i understand having pre solar 3.0 sunspots + roaring flames would be insanely busted but currently phoenix cradle really only has value while you're in your super and can constantly create sunspots with hammer of sol to keep giving teamates restoration but it has such little neutral game value now, it's best used as a swap exotic for very very niche situations
