When were both of the the screen grabs taken? last season had an artifact mod that reduced the cost of all scavenger mods down to 1.
With that being said, seems a bit like the lower cost harmonic mod from the artifact stayed active for people across seasons.
Edit: looking at the manifest for the one you linked, its the artifact version.
https://www.light.gg/db/items/1301391064/harmonic-scavenger/ -> 2 cost -> meant to be the one players currently have but some seem to still have the artifact one
https://www.light.gg/db/items/877723168/harmonic-scavenger/ -> 1 cost -> artifact version -> contains the artifact failure message inside the insertionRules section unlike the 2 cost one.

Both of the screenshots were taken during the current season. The first one is from 8 days ago, and the second one is from today. I think you're right that some players were able to keep the version from the previous artifact. Oh well, good for them

I’m having the same issue too. Mactics posted a video of a build 5 days ago with a 1 energy harmonic scavenger, but I only have a two energy harmonic scavenger. Somehow some players are still getting the discounted price from previous artifact mods that aren’t in effect.
