Silver is how they make money.

Bright dust does not have the same utility as Silver. It is meant to be a way to get the marketing ploy cosmetic items. You can't (1) buy a season with bright dust (2) buy finishers with bright dust or (3) buy limited edition crossover event cosmetics. But someone who grinds the game (until the weekly cap) will be able to get those things. Someone who maybe doesn't have a good paying job, AND is living week to week trying to feed 3 mouths, in an economy with high interest rates and rising unemployment. Maybe Bungie the Giver can give people a reason to join up, stay longer and grind hard?! THAT will lead to purchasing DLC in the future. Charge $120 for the Annual Pass, and people will pay. Then they will play the game MORE because their play time will truly be rewarded. -

No one is buying the annual pass when they get seasons for free. No one is buying silver when they get everything for free. The person living paycheck to paycheck is not the person playing the game a lot. They have other priorities than grinding out a video game.

The person living paycheck to paycheck is not the person playing the game a lot. They have other priorities than grinding out a video game.
The annual pass is the most cost effective purchase option. Add to that the ability to then use all your "Spoils of Silver" on cosmetic items (and not have to use it to BUY the season pass). It's a win-win. People get a game they feel values their play time, and Bungie gets a bigger audience to market to, and at least $120 from every single person who pays to play the game. What about free-to-play, you may ask? The free to play is really only a free-to-try. And to ensure financial success, Bungie could say that the "Spoils of Silver" are only available to earn by those who purchase the game disk/download, or that year's DLC. Besides, we all know there aren't any real players who only do FTP, and never buy anything. People play the game enough, they'll buy little things here and there.
