The redemptions reset at the weekly reset, and can only be collected once per reset. By choosing to not collect the first one before the weekly reset, you effectively limited yourself to not being able to receive the one you skipped.
Unfortunately, this is how weekly redemptions, bounties, and other things that are tied to once-a-week things have always worked.

That is honestly extremely disappointing... You'd think they'd have implemented caching system that allowed redeeming multiple rewards you'd have accumulated. I was hoping to use this as method to gain the surfboard, but obviously the quest to gain it is extremely simple, which is great. However, it's still disheartening to see such simple mechanics not being implemented properly.
