Based on Cayde's recording during the original quest for the Ace of Spades, he made his stipulation for the Vanguard Dare that whoever kills him becomes Hunter Vanguard. IIRC, that's the only way they could even have a Hunter Vanguard. Besides, all the other candidates for the position blammed off to parts unknown the moment it was announced that the Vanguard wanted to fill the position Cayde vacated with his death, including Shiro-4.

Oh, don't get me wrong. I'd love Amanda to be revived as a Guardian. But I think she'd be more comfortable out in the wild, keeping refugees safe from the House of Dusk, the Shadow Legion, and anyone else threatening humanity. In my opinion, she'd be the kind of Guardian that's more at home on the front lines, taking the fight to the enemy than dealing with City politics.
