well as you described, you bought on epic then picked steam as your main, meaning the purchases are now on your dormant epic account.

there's a form you can try filling out, missing eververse item. you can fill it out, explain what happened. maybe they'll switch it for you. I've seen the mods suggest trying it. not sure if it'll work. otherwise, yes, you'll have to buy again for your active set of characters on steam.
