They're just removing buff altogether. Well will be a fat rift, and the healing is probably getting nerfed too.

My point doesn’t change, well will still be used because there is no reason to choose damage over healing in endgame content

There are tons of instances where damage or some other build is better. First and second encounter Crota on master difficulty, for instance, is a terrible place to use Well. You want to take out enemies quickly, and there are better builds for that.
