The modifiers for all legend and master activities are listed. Lost have never had the modifier and when lightfall released with the changes to legend and master activities bungie clearly stated the only change to lost sectors was an increase in recommend light. There are no modifiers to lock you under. You can over level lost sectors by 20 light according the games own developer.
