Yep they're desperate to keep numbers high which is why it has such a low drop rate. Plus into the light is also just another desperate attempt as well. They're desperate as h3ll to get players interested in buying final shape again after all the pre-order cancels that happened at the start of this season. Would be even funnier if it still didn't bring players back for final shape after all the crap they showed and announced that was returning.
