Anyone can claim any name, even if it's in use by someone else. Take 'Dog' for example, if you look that up you will see hundreds of people called 'Dog'.

Where as I can with this account, use it. A name I thought was banned and filtered out. So the question is why can I use this name on my alt but I could not on my main?

That's funny, because my Bungie Name is my platform name. I also know numerous other people who have their Bungie Name as their platform name. There is no bug, regardless of what you claim. -

I agree at this point it's not a bug, but there is something else in play and you can't explain my scenario either where I was able to use a name that was previously being filtered before.
