WTF is a Datto? Lemme guess, streamer? Nah, Bungie doesn't listen to them while ignoring the other 99.9% of the player base. What's the argument for denying ammo to people forced to join a short-handed (and usually losing) team? That the player they're replacing had likely already used all their special ammo? That's the only remotely sane excuse I could think of. But let's not forget, that departed player had also amassed super energy while they were playing. The new player who's been forced to join not only starts with no special ammo, but no super energy. And it often happens about the time the opposing players are getting their supers up. So the joiner is left battling a superior team, often with their supers up, with a pea-shooting primary if they want to "earn" some ammo that none of the other players had to earn when they began play. Is there some other argument he's making? Why is his obviously flawed analysis now gospel?

All the more reason he's unqualified to speak on behalf of the casual majority. Or even the die-hard minority who presumably also mostly agree it's BS not to provide special ammo to people who've been unexpectedly thrown into a losing in-progress match. It's like when Bungie solicited feedback about glaives a while back from, quote, "glaive aficionados." With ~100K glaive kills, I'd probably qualify, but my feedback was, "Don't ask me. I already love the versatility and melee synergizes. Instead, why not ask the 90+ percent of people who don't like them? Ask what THEY'D like to see changed in order to try using them?" Same with all content; Bungie loves ti listen only to the best players, not the majority. So the real question is, are more people playing Control, and are fewer people quitting matches, as a result of the new rule? Datto's skill level has no bearing on the answer to that question.
