If it was a 20% buff then desperate measures would be useless. Just get a desperate measures roll.

Desperate measures can get up to 30 at 3 stacks.

I'm saying Master of arms getting a 20% buff would make desperate measures redundant because to get the next increase on desperate measures from 10% to 20% you need to get a melee or grenade kill. Master of Arms had it's time. A very long time at that. Now it's on to desperate measures. Pre sunset recluse used to be good to the point where there was literally no point using any other smg for PvE. Now the old perk is just there for some nostalgia. Desperate measures is the actual perk you should want to get or frenzy.
