The name was changed when it came back in forsaken.

Ohh I didn't even notice when the name was changed. Like I said, none uses this exotic. It's unique, but it uses a heavy slot, so it's forgotten.

If it inherently blinded in a radius on crit hits it would be useful, but single target crowd control abilities often fall short. An example is why use Queenbreaker to stun a target when I can use two tails to suppress, jolt, and scorch/ignite an enemy. Being a special weapon would make it more usable but not more useful unless you run arc and use the fragments that blind enemies. Blind builds also only really exist on titan with shoulder charge, flashbang with touch of thunder, and aforementioned fragments. Even with all that it is hard to make good use of it.
