They randomly drop for me. I've had them drop from first chest and drop from bounties. Attunement kinda restricts the pool, I don't attune anything and just cross my fingers, magic happens

Could be some weird Bungle stuff. Don't attune, those drops become a bit more prevalent. I could see it.
