This has been an issue since Destiny's inception. I have been crying into the void about this change for almost 10 years now. The last explanation I can remember was them saying something along the lines of, "we want our players to discover how much a perk gives rather than just say it out right." Which to me sounded like a cop-out and that they didn't have the resources to implement it into the game after they had already built it like it is now.

The perks add yet another layer of discoverability. You know, the thing this game is literally built on.

To me it doesn't feel like hand holding if they give us the amounts out right on the perks, how-be-ever, it gives them more freedom to adjust perks without having to update tooltips in game. Just look at Loreley's, it still says improved restoration but it only gives x1 instead of x2 so even though they changed it on the back end it still reads incorrectly as a result.
