I think they said a while ago (don't have the actual source cause it was years ago) that the reason they have such vague wording instead of actual percents is so that it's easier to make adjustments. Instead of having to make the adjustment and then re-write the perk description each time they can just change the percent on the backend and keep the perk description the same.

Nobody believes writing the code of a weapon change is harder than updating the text on the inspection screen. Especially since they are literally punching in the numbers to make such changes, all we want is those numbers rendered in text.

Hey I'm just saying what they said as to why we don't have actual numbers. I'd love actual numbers in game instead of having to go to a third party site to get them.
