It's RNG. Random Number Generation.
It's not RNG if Bungie guarantees a shiny drop every X amount of drops.
Personally I had 4 drops in my first 6 drops, including a shiny recluse while doing the first quest, and no shiny since. It's just the way RNG works.

Yep, iv finished playing already. Not even gonna be coming back for the new weapons that have dropped these last few weeks. Game got boring again super fast. Still only a single shiny drop after 2 weeks of grinding. Its not fun and the rolls I've been hunting refuse to drop. Im just out at this point, gonna go play other games where loot is fun to chase and rewards my time.

I think Bungie quietly had an identity crisis with Destiny, we just didn't know it. When Destiny started it was all about gaining more light levels to become strong enough to fight tougher enemies. Weapons had perks, but they were all basic and from a relatively small pool. For Bungie, the question was always "how do we keep people playing?" and the answer was and is always "give them something to grind for". Now, with the expanded perks and array of weapons, loot is very much at the forefront for us and Bungie try to lean in to that, making Destiny seem like much more of a looter-shooter and less like the grind-fest MMO that they want it to be, and that right there is the identity crisis - looter-shooters are supposed to have quick pay-offs to keep players in the loop, MMOs are supposed to have enjoyable grinds with a great pay-off at the end to make it worth it. Bungie tried to blend those together and that has resulted in a looter-shooter that has very long grinds for middling rewards because they stick to their core question - how do we keep people playing? Now the answer is "make the reward random and the god roll a 1 in 500 chance so they'll have to keep repeating the event for a chance to get it". Weapon crafting, especially with the new Whisper missions, is a step in the right direction, but much like you a lot of us have grown weary of the grind.
