Not nearly as bad as DARCI. Winterbite's melee is capable of dealing INSANE damage with exotics and even without exotics the melee is still pretty strong. The projectile however needs a buff with it being a medium damage (About 60K blast and 20K impact and whatever shatter does) projectile with I think it's 6 ammo at a base.
