Deterministic Chaos… was made for what…? To take up Vault space?

Not every exotic has to be good or viable. It just has to be exotic. Deterministic Chaos fills this role perfectly. There is no other exotic or weapon like it, and while the effects can be quite weak at times, it’s still useful in some cases.
