Thanks for reporting.
We launched a mandatory "date of birth" screen in Destiny 2. This is a one-time ask. Players who input a date younger than 13 years old will be restricted from certain features like text chat. I hardly see this as a related solution as OP was asking about voice chat, not text chat.

Their answer is correct, and they only stated "text chat" as an example. Players who are under the age of digital consent (13) will be restricted to what services they can use. The OP should go to the link provided above for support. -
I see the assumption you're going with, however, there is no confirmation from Bungie themselves in this post to confirm that OP has registered their account as below the age restriction.

These issues only started appearing after Bungie implemented age of digital consent restrictions, so it's safe to assume OP entered a DoB of under 13. -
Bungie won't reveal personal information, like a user's birthdate, on a public forum.
