Stuck on 14 Lost Encryption Bits

I have unlocked all 9 region chests and have all 6 from the cyst missions but my inventory only shows 14. I see other messaging bungie help about this but it does not appear to have been addressed. Is anyone else having this issue? Bungie please fix :)
