Blight Ranger Buff
Damage blocked by arc staff is converted to super energy
Take reduced while super is active or after blocking with arc staff for a short period

It should also deal actually good reflect damage. An ogre can fire a whole beam at you and take not even noticable damage from his own attack. Meanwhile if you don't have the block up, you die in about 2 seconds. 1 if your are on higher difficulties. There is no reason reflected damage should be so low in PvE.
