I am a bit confused as to why this change was made. I wanted to give it time to see how the dust settled. I just don't see the reasoning for having empowered melees being a thing in destiny. They don't activate exotics, and they don't give orbs. So what's the point?
I think if you kept the powered melee to orb creation and gave back the ability for these to activate exotic perks, it would help a bunch of builds. If you still wanted to keep the perk activations in line, then maybe have the perks on a cool down depending on how they get activated. Powered melee gives you a full exotic activation with no cool down. Empowered melees have a 5 or 10 second cool down.
I think this is a good compromise and reasoning for keeping these kinds of abilities in the game and giving them more utility than what they currently have now.
